A St. Paul study released Tuesday recommends new restrictions on off-campus student rental housing surrounding the University of St. Thomas on Summit Avenue.

The study, commissioned by the City Council in August, would grandfather in current student residences but require a distance of at least 150 feet between future student houses in a designated area near the university. The restriction would apply only to rentals and only to students.

The proposal has a ways to go. The university already has concerns, and extensive public discussion is expected, with input coming from neighborhood groups, businesses and students.

The student housing issue is among the stress points between the urban university and residents in one of St. Paul’s most renowned neighborhoods. Residents have complained about noise, property upkeep and parking issues with student renters.

A key witness in a federal trial involving nine people accused of belonging to a Somali gang and sex-trafficking ring told jurors that she was taken to different apartments in suburban Minneapolis to have sex with men.

The young Somali woman is identified in court as Jane Doe No. 2. She cried on the witness stand Tuesday as she described the sexual acts she performed while in middle school and high school.

She called the sex acts “missions” and said the men never let her keep the money and that she was not allowed to question them.

Students who take out loans from private lenders to finance their education should have the same right to discharge their debt in bankruptcy that other borrowers enjoy, Illinois Senator Dick Durbin said today.

“While the overall growth in student indebtedness is troubling, the most pressing concern is private student loans,” Durbin, the No. 2 Senate Democrat, said in prepared remarks at a Senate judiciary subcommittee hearing. “These private student loans are a far riskier way to pay for an education than federal loans.”

Outstanding student-loan debt reached an estimated $867 billion in the fourth quarter, and is greater than total U.S. credit-card debt. The student debt includes private loans, which don’t offer options as some government-backed loans when borrowers become financially distressed, including income-based repayment. Durbin introduced a bill in May to eliminate a 2005 provision that made privately issued student loans nondischargable in bankruptcy.

Vacant parcels on Holmes Road in Hickory Hill could be headed for a foreclosure sale after a group of borrowers that included Panattoni Development Co. leaders defaulted on multimillion-dollar construction loans, according to two first-run foreclosure notices in The Daily News Thursday, March 22.

Substitute trustee R. Spencer Clift III filed the notices for a planned April 13 sale on behalf of lender Wells Fargo Bank. Each notice covers one of two $4 million loans through Wachovia Bank, which has since merged with Wells Fargo.

The first notice is for about 60 acres at the southwest corner of East Holmes and Malone roads for which the Shelby County Assessor of Property’s 2011 appraisal was $1.3 million. Listed borrowers are Mitchell Investments LLC, Rieger-Memphis Oaks Land LLC, Panattoni/Van Valkenburgh Joint Venture and Panattoni-Memphis Oaks Land LLC, joined by Panattoni Investments LLC.

SEATTLE – The City of Seattle just purchased a $775,000 waterfront home – prime property in South Seattle.  It’s part of a big project to save salmon and provide public access to Lake Washington.

Project manager Julie Crittendon says the city is paying $6 million to $7 million dollars to restore the lake front and redirect Taylor Creek.

The creek runs under Rainier Avenue South from the Skyway neighborhood above and when the water rushes down in a straight line it kills salmon habitat.

Irwindale Speedway LLC filed for Chapter 7 bankruptcy on Monday, the same day track management announced that it was cancelling the race schedule for 2012.

In paperwork filed with the U.S. Bankruptcy Court, Central District California, Irwindale Speedway LLC owes creditors $331,773.11. One of the creditors is Cantrell Aire Inc. in Santa Clarita. Irwindale Speedway LLC owes $1,379 to Cantrell Aire, which is owned by Jim Cantrell, whose son Connor Cantrell won the NASCAR Super Trucks championship at the track in 2011.

Irwindale Speedway LLC leased the track and offices from a company called Nu-Way Industries Inc. in Arcadia. Jim Mnoian, the president of Nu-Way Industries Inc., said he would like to find a company or group to take over racing operations at the track and resume racing as soon as possible.

He has been in talks with city of Irwindale officials, who also would like to see racing return to Irwindale Speedway. Irwindale Speedway LLC had a 33-year initial lease with two 10-year options with Nu-Way Industries Inc., Mnoian said. Bankruptcy court papers show that Irwindale Speedway LLC owes Nu-Way Industries $55,000 in rent. Mnoian said in an exclusive interview that Irwindale Speedway is not behind in its rent.
